Is the second illustration meant to suggest that America has the world in its grasp? If so...what arrogance.

Don't you get it! In the second pic  it shows a human hand to represent we the people as you see the constution in the background to resemble just that we the people hold the world in our hands! we have the abilty to create or try to dry the tears...... at least that was what I saw but thanks for your thoughts!
