It's not only a human feature; its found in nearly all mammals. Also, don't think that because a structure exists it must be the product of a selective pressure. Its homologous to the penis glans. It develops from the genital tubercle, which in the male becomes the penis. Think of it as what would have been a penis had it been given the correct hormones at the right time. The fact that it is present in females does not imply an evolutionary significance, but rather a conservation of energy. Basically males and females are the same during early embryogenesis. In the male this structure, particularly the erectile tissue goes into a state of enhanced development. In the female it does not, but retains all of the dense nerve tissue. It also has erectile tissues, but not as much.
