A cognitive model is an approximation to animal cognitive processes (predominantly human) for the purposes of comprehension and prediction.
...Or are new skills that are learned built upon an old model that already existed in the mind?

Entirely new? Or simply a new pattern? Can you give me an example/explanation of what your trying to accomplish?
