Because I remember google doing a very similar joke on April Fools.

It does appear to be authentic because the BBC have reported on its early introduction in Universities http://news.bbc.co.uk/1/hi/technology/7104011.stm and councils.

The pipeline seems to be full of potential because costs of installation are low and we all want faster speeds don't wee?

I think that is a great Idea... low cost faster internet connection.. why not right?! So I dont think this is crappy.
