I have a degree in Biology, & I'm considering getting a Ph.D. in neuroscience (which is what I wanted to change my major to senior year, but I was too far along to turn back).

Welcome, Kat. A biology degree sounds to me like a good springboard to a PhD in neuroscience. Good luck on the GRE and getting into a program. Through a combination of luck and perseverance I eventually got my PhD in robotics and AI. You will find some interesting threads in neuroscience here.
