Iccha Shakti, or Divine Will, is the Impulse behind Creation. In the Cosmic usage, Iccha is one of the three primal and all-pervading Shaktis, the other two being Jnana (Knowledge) and Kriya (Action).
Iccha -- Will, or personal Will power
The three Shaktis make up the Accomplishment Triad: Will-Knowledge-Action.
There was a mysterious fluid running in the veins of ancient Gods -- it was called Ichor...

That is no proof of free will at all, but quite the contrary...
