I have heard reported on the radio that the Bush administration cut the funding for levee and pump improvements in New Orleans in 2003 in order to help pay for the billion-a-week war in Iraq. If this is true then it represents gross mismanagement on the part of the administration and is grounds for impeachment, particularly when combined with the misleading statements the administration used to sell Congress on the war spending.
