In order to do thought-cloning (HAARP and SDI as well) the brain function question you ask about probably involved more than the Stanford Research Institute's dumping of the contents of the brain onto a computer chip in 1999. So we should ask how this affects our brain function at present (With Frequency Fence now on line) just as you have.
To that end Hypnotherapists recently have noted many of their clients that were formerly responsive to hypnotherapy are now already hypnotized to the extent that their methods no longer work.
I propose that senstives or psychically open and creative people (See Howard Gardner's eight learning styles) are more at risk and that when SDI and other initiatives are fully operational we can expect most other people will be completely manageable.
As to how the brain functions to create what we call ESP and such things as PEAR at Princeton addresses and all the CONstructs being built and added to for people to see or travel through in astal or dimensinal interfaces - that requires a lot of thinking and research.
