is the conroversy over the patriot act more strongly based on our government's fear of us, or our fear of our government?

to increase security is to decrease liberty
when security is pursued, liberty is lost
if the security is necessary, the sacrifice is worthwhile
if the security is not necessary, the sacrifice is waste
wasted liberty is a party-foul, and no liberty is a party-killer
but
neglected security can be a party-killer too
The argument is over that fine line of what is necessary. The 'patriot act' is a response to a perceived threat; the controversy is due to difference of perception. The greater the perception gap, the more vigorous the controversy. It goes without saying that we are currently experiencing a wide gap in the perception of what is necessary.
