Dear Global Space Community,

Please!, We at the International Space Agency ask for just one moment of your busy time, Thank You.

Over the years the International Space Agency Organization has had to struggle against established thinking, ingrained power blocks based on rivalry and political objectives, and basic misunderstandings mostly from the fact that people and
organizations globally did not properly understand what the International Space Agency was or what it offered over the established way of doing things.

This has lead to intense passions, entrenched protectionism, unfortunate misunderstandings, and even clashes of words and deeds, which have been less than positive for all concerned.

The International Space Agency has grown over the years, since it was conceived in 1982, to its formal founding in 1986, to its formal incorporation in 1990, lead by a very small but very determined group of visionaries and dreamers. Yes, the ISA has been by the standards of NASA, RSA, ESA, and big companies like Boeing, Arriane Space, and Energia a very small insignificant organization with limited resources, support, and understanding.

However, all things must have a beginning! The Airplane had the Wright Brothers and fragile Wright Flyer. NASA had the NACA. ESA from a small band of intensely competitive independent states. And so on, and so on.....

Has the International Space Agency made mistakes over the years? Yes, and mostly from inexperience and lack of proper resources and support. However, ISA has grown, learned, and matured over the years, and soon will have better resources. We at least deserve to be recognized for our determination and zeal.

Has the ISA had the luxury of status and power like NASA, RSA, or ESA? No, but ISA is young, and has not yet come of age, or achieved its matured state of development or capability.

Presently the Bush Administration, and NASA, have dedicated the American People to a dream to reach for the Stars! The Russian President, and RSA, have formally stated that International Cooperation is needed on the Space Frontier and have backed this with resolve and dedication. The European Community, and ESA, have likewise formally acknowledged that cooperation is not only needed, but is necessary if any real success is to be achieved. The Chinese President, and CNSA, have with great effort and resolve, entered the space arena in meaningful and major ways, and becoming only the third Nation in history to achieve human orbital space missions, and furthermore making it also known that they would welcome cooperation. Other smaller and emerging Space Nations, have in a massive flurry over the last few months negotiates and positioned themselves to take advantage of the opening of the next Great Human Frontier, the Space Frontier. Which they all know is very near to being fully opened to human efforts and enterprise, and will represent many Trillions of Dollars in New Jobs, New Technologies, and many New Economic Opportunities.

With this great opportunity and spirit of good will globally, we at the International Space Agency, plead, and propose the following agenda supported by the Global Space Community, in tandem with the opening of the International Space Agency (ISA) Offices in Washington, D.C. in January or February of 2005.

We are presently working hard to secure a $2,000,000 Loan, Grant, or Donation in support of our Grand Opening of the Washington, D.C. Office, and our Planned Efforts & Projects for 2005. Any and all help or support in this regards, would be greatly welcomed.

1) This Spirit of Good Will & Cooperation be Formally Embodied in a draft ISA Charter, which will be signed by all interested Space Nations & Space Organizations Globally, and will act as a starting point to develop more formal Treaty & Legal Agreements By, and Between, ISA Member States & Organizations. This Historic & Important Document will bring the International Space Agency to its next logical stage of development, and will formally acknowledge the International Space Agency as such.

2) Each new ISA Member State & Organization will dedicate a formal liaison to their Head of State or Chief Executive Officer which will act as the official representative of that Member State or Organization To, and on the Behalf Of, the International Space Agency (ISA) Organization. This will eliminate red tape and unnecessary bureaucratic entanglements and pestering, and allow rapid and focused development of the ISA Organization and it's planned and proposed Programs, Projects, Missions, and Efforts.

3) Each new ISA Member State & Organization will dedicate one full time staff person, to work at the new ISA Offices in Washington, D.C., under the direction & authority of the ISA Director and Chief Executive Officer, to accomplish ISA Administrative and Operational Directives and Efforts.

4) Each new ISA Member State & Organization will dedicate two College or University students, one Male, and one Female, to to work at the new ISA Offices in Washington, D.C., under the direction & authority of the ISA Director and Chief Executive Officer, to accomplish ISA Administrative and Operational Directives and Efforts.

5) Lastly we propose a Diplomatic & Executive meeting to occur in some location in Washington, D.C., at some date and time as to take place in January or February of 2005. This meeting would be private, and would be attended by all interested States & Organizations wishing to Negotiate and Participate in the Drafting of the First Draft of the ISA Charter, and to become Signatories to that First Draft of the ISA Charter.

Since this letter will have wide global circulation, we know those of power and influence, including Presidents of USA & Russia and other Countries, and Leaders in National Space Agencies & Aerospace Corporations will be made aware of this letter, sooner or later.

We plead, and ask, for your support of this historic and important proposal and effort.

What we propose, can only contribute greatly to present efforts of cooperation, collaboration, and joint efforts globally in the Space Community, and in already proposed International Space Initiatives & Programs.

The International Space Agency (ISA) Organization does not seek Power, Control, or to Steal Others Thunder.

We only seek to fulfill our Historic Goals & Charter & Mission, to Enable, Focus, Preserve, and Magnify International Good Will, Resources, and Aspirations in Global Human Endeavors & Desires to Enter & Fully Utilize the Great New Space Frontier.

Symbiotically, Peacefully, and in the Common Interests of Humanity!

Please do not ignore our sincere, and genuine plea for support and help in this most Historic, Noble, and Important Endeavor of Our Time, and of Our Age.

We are not prideful, nor do we have all the answers, but we are very dedicated to our passion, and our vision for the International Space Agency (ISA) Organization, and It's Purpose, Mission, Goals, and Efforts in 2005.

We also ask that this letter be sent on to Colleagues and Key Space Policy Leaders and Space Agencies & Organizations Globally. We ask for those in positons of Power & Influence to please let this effort have an opportunity to prove itself, before judgement or scorn is cast at our feet. We are working hard for you, and the common interests of the Space Community, and Humanity. We only plead for a fair chance to prove our cause, and our vision.

Our most Sincere Wishes to the Peoples of Earth on this Season of Peace, Happiness, and Celebration. And a Hope for a Wondrous and Historic New Year, 2005.

I guess your question is valid, however, I am uneasy and angry that I must reply to someone that cannot have the courtesy of a name, even if it is fake!

To answer your question, for you, but as well to everyone else reading this post.

The Loan is in progress, and I am not at the liberty to discuss this. Sorry, but such information is after all very private. I will say though it is an up hill battle for sure, but is also very promising. We have also some very wealthy people interested in our organization and it's historic efforts. A major donation or contribution is not out of the question in January or February. These things can never be counted on, but again are very promising.

The location in Washington, D.C. is not yet set in stone. However, Washington, D.C. is our City of choice!

D.C. is the best location for influencing the U.S. govt but not surprisingly it's also very expensive. I know of several big worldwide organizations with annual profits in the millions that have just recently taken the next step of moving headquarters to D.C. Point being, moving your HQ to D.C. is no small task. It takes a lot of money, and it helps to have a lot of pull. Good luck to you.

I don't mean to disrespect you, Mr. Dobson, but you primarily strike me as emotionally 'challenged'. I wonder if your 'space agency' is more a reflection of your own self-therapy than a realistic effort. Again, not disrepct intended; this is simply my first impression.

Common Dan, Mr. Dobson just got upset by irregular writings of one person (you know whom I mean) about his agency. By the way the idea about government independent space research agency is a good one in principle.

Let us wish to Mr. Dobson success in his efforts to survey the space and wish him much money in the coming year.

By the way Mr. Dobson, may I recommend you a good way of how to collect money and send into space a satellite under International Space Agency logo.
Steps:
1. Create a separate ISA-SETI chapter.
2. Try to gather UFO activists all over the world near the project of sending a Satellite, under ISA logo, stuffed with smart optics and digital photo and video equipment having aim to create a Space Eye for UFO community available online with very high resolution of the digital photo and video information that Satellite can send back to the earth.
3. Create a Foundation and start to collect money, I think all UFO activists with great optimism will support that project and will help you to collect money. wink.gif
4. Then fund the Satellite design and construction with incorporation of the best technologies available to the Private Sector.
5. Pay Russians, French or Chinese the required sum of money and they will shot that your Satellite anywhere to the space. If US government agrees, you can pay them as well for that job. But I think that Russians are the best variant.

Consider this 5-point program as donation of Enki to ISA on New Year. laugh.gif

Anybody who builds anything for the common good have to be supported.
I wonder why not to support Mr. Dobson?
Government independent space agency. Very good idea.

Mr. Dobson do not forget about the suggested ISA-SETI project it is a golden pot. I think that your SETI project will be much more successful.

BTW, up to 11 January 2005 I suppose there will be a funny, unexpected space phenomenon. Lets cross the fingers.
