One school of thought is that art is whatever an artist intends. That's a very liberal view, of course, because anyone can call himself an artist, and then whatever he says is art is art.

The more conservative view is that only those who are acclaimed as artists are artists, or those who have gotten passing grades at art schools. However, that view doesn't allow for progress in art, so it fails the basic test. Liberals win again!
