I have no clue what it is, but saw the article on slashdot, what does this mean?

EDIT, found this:
It states that all non-trivial zeros of the zeta function lie on the line 1/2 + it as t ranges over the real numbers.

what does that mean?

Note that Andrew Weil, noted in the abstract of your referenced paper, is famous for proving Fermat's Last Theorm.
